What if the fans are working but only turn on with the air conditioner. could it be an electrical issue?

Both radiator fans should always run when the AC compressor is engaged. Both radiator fans should always run when the coolant temperature sensor in the bottom tank of the radiator reaches about 212*F.

You cannot run the AC without the engine running. The air conditioner compressor and clutch are operated by the serpentine belt that runs your other accessories (your alternator, for instance). If the engine isn't running, then the belt isn't turning. You cannot use the air conditioner if the engine is not running.

The engine should be able to idle and power the air conditioning and not overheat, even on a hot day in a tropical climate. Eventually you will run out of fuel and that will be the limit. Assuming a 17 gallon tank and . 17 gallons per hour you can run the car for about 100 hours at idle.
